Who We Are

Medi-Cal Regulation Specialists (M.R.S.) was founded by Kathryn Humphres, a former Medi-Cal eligibility worker with the Department of Health Services (D.H.S.). During her seven years of experience working at D.H.S., Kathryn grew increasingly frustrated as she saw firsthand how great the growing need was for affordable, patient, and knowledgeable advocacy was. She left D.H.S. in 1997 to start her “ministry” to assist and advocate on behalf of our Seniors and their families, in navigating the complexities of Medi-Cal.

Today, with decades of combined experience in the Medi-Cal field, Kathryn and her Staff are acknowledged as leading advocates in Medi-Cal eligibility and regulation. M.R.S. continues to stay at the forefront of proposed policy changes, receiving directives and updates directly from the State. Kathryn has direct line access to discuss concerns and offers input directly to State Property Analysts to ensure that every one of her clients receive the most current and accurate guidance.

Our Commitment to Reform

In addition to assisting individual families, Kathryn has played a pivotal role in driving reform within the Medi-Cal system. Her expertise has helped shape better compliance among county D.H.S. Property Analysts, ensuring proper interpretation of Medi-Cal regulations. She has established a respected reputation among top D.H.S. Directors, allowing her to advocate for much-needed policy improvements that benefit thousands of families across the state.

Education and Expertise

Kathryn's expertise has been formally recognized by the State of California Board of Behavioral Sciences, which accredited her to teach a two-unit continuing education course on Medi-Cal for Senior Industry Administrators, Registered Nurses, and Licensed Clinical Social Workers. While M.R.S. now offers this course without accreditation, it remains a vital resource for Industry professionals seeking to better understand Medi-Cal Regulations and their impact on Home, Community and Long-Term Program that offer are that can greatly assist the care needs of our Senior and Disabled Communities.
